Public bug reported:

When trying to create a partition with FAT or NTFS as its file system
with gnome-disk-utility, the resulting partition type id is always 83
(Linux). This renders the partition useless in Windows, while Ubuntu has
no problems using it. This might effect inexperienced users that are to
my understanding the primary target for this tool.  You can change the
partition type manually after the creation (e.g. to HPFS/NTFS).

This bug also appears when I specify the file system myself with the
Custom option in the creation dialog.
