Affects me in 13.04 using default Ubuntu Unity. Problem goes away when I
apt-get purge overlay-scrollbar which is an abomination anyway. I am
amazed that anyone can get anything done with it.

Cannot replicate in Quantal live CD. Haven't tried a full install.
