Oops, just noticed that it was running under gnome. My second points
stands and it should be installed as kate --> kdebase --> kdebase-kio-
plugins.

It is possible that was the cause. I have reinstalled my distro since
then so I can't check to see if it was or was not installed. I just
tested it and it now works, so perhaps I just missed it before. I wasn't
aware of what functionality it provided. Thanks for your help.

It looks like you are missing the kdebase-kio-plugins package. Please
can you confirm that this package is not installed on your system and if
you can please try installing it to see if it removes this problem.
