Looks like the RestProxy plugin is offered as part of the bigswitch
plugin @ $src/quantum/quantum/plugins/bigswitch and likely needs its own
binary package that is in charge of installing the required config
(shipped in $src/quantum/etc/quantum/bigswitch). I do not know enough
