Could you retest with a current daily build? We think that
https://launchpad.net/ubuntu/+source/whoopsie/0.2.13ubuntu1 may have
fixed this.
If this still happens, does it happen with kvm on its own (without
libvirt)?

Manual raring desktop installations do not start when using libvirt and
KVM when not going through live session. This is observed with 20130215
raring desktop both amd64 and i386 installations.
Steps:
1. Use Virtual Machine Manager for the installation
