Same problem in a HP 2530p upgraded from 12.10 to 13.04 final
3.8.0-19-generic x86_64 (eth0 don't works without AC).
I've tested linux-
image-3.8.0-030800rc2-generic_3.8.0-030800rc2.201304241225_amd64 and the
wired network works without AC.
