I'm one of the people who maintain systemtap in Debian. I care about Ubuntu a bit but I don't use Ubuntu almost anywhere so I don't tend to use systemtap on Ubuntu either. Since systemtap heavily depends on kernel versions this means that I often can't reproduce the bugs on Debian. In Debian we have RFH (request for help) bugs that can be used to recruit new people to work on a package. I don't know what the practices in Ubuntu are but if you are interested in systemtap on Ubuntu and have some extra time could you consider helping us out? Simply triaging bugs and testing new systemtap versions on Ubuntu would go a long way.
