Public bug reported:

If you manually download a .deb package and install it with the Software
Centre, it shows the message "You need to install this before you can
review it".  That message is there whether or not the package is
installed.

Assumedly, you cannot leave a review because it isn't in the software
sources, so Ubuntu does not have it registered to be able to
leave/display review.  This message is incorrect.  Either the review
section should disappear entirely, or the message should say "You cannot
leave a review for an application you downloaded manually".
