I am unable to run the command apport-collect 1155775, because I have no
internet connection, due to bug #1155911.

Ok, it turns out that this unwanted behaviour is a consequence of not
selecting the standard proposed kernel during debian-installer. I'll
file a separate bug report for that. This one can be closed.
