Public bug reported:
After upgrading from 12.10 to 13.04, I used Update-Manger to check for
updates. There were a few updates so I click the install button.
The update got about half-way done and it got stuck for 45 minute on
unpacking linux-image-3.8.0-15generic.
It is still stuck right now, and it doesn't appear like it will ever get
past this point.
