I also get this.
It happens after I drag and drop a file on an open application.
Exemple:
With Qgis open. If I drag and drop a shapefile from nautilus to qgis, all icons
from the unity launcher get and stay grey, except nautilus and qgis. This
happens apparently when I pass over the unity
Having this on 13.04 64 (fresh install) for the first time now, working
weeks without problem.

I think it would be better to use this bug since the other
(https://bugs.launchpad.net/bugs/805087) one is marked as fixed and the other
one is confirmed but unfixed.
It happens in Raring too but more seldom than before. I still don't know how to
reproduce, it still happens randomly.
