seems to be something related to the interaction between this
laptop/linux + the router at that location, as I can get full 15 megabit
downloads at another location with a 15 MBit connection

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v3.9 kernel[0]. You will need to install both the linux-image and linux-
image-extra .deb packages.
