Hi Tim!
I suppose it would be possible.
But please note that there is already a plan to make Region Language
capable to handle installation of languages, and then replace language-selector
with Region Language in standard Ubuntu.
Oh, I hadnt actually seen that blueprint.
However it seems that the packagekit 'what-provides locale' plugin is
broken currrently?
