Public bug reported:

Up to 3.9.7, kernels in the mainline kernels ppa were usable and
testable on raring systems, in spite of carrying the -saucy suffix.

>From 3.9.8 this is not anymore the case.

3.9.8 boots, but causes all process to report 200% cpu usage on a dual core 
system and the fan to run max speed all the time.
This on a DELL E6500 with intel core 2 cpu and the 64 bit kernel.

This is strange, since 3.9.8 should only include minor and safe changes
agains 3.9.7.

Unfortunately, this has the negative effect that people who have open
bugs against the kernel cannot anymore test and report if the bug is
fixed on newer kernels.
