This is not a Bug, it is the correct behavior. The Clip Monitor window
has 3 Tabs (Clip_Monitor, Project_Monitor, Record_Monitor)
The Clip Monitor is supposed to play the clips in your project tree. It
is the Project_Monitor the you use to play the Project in time line.

Workaround: delete the (hidden by default, hit the key combination Ctrl-h in
Nautilus) kdenliverc text file located in Ubuntu 13.04 (Raring Ringtail):
/home/USERNAME/.kde/share/config/kdenliverc
Suggestion: for novices we should create a reset settings button
somewhere.
