possibility of being implemented if you submit a specification for it.
First check whether the idea is already registered
https://launchpad.net/ubuntu/+specs, and if so, contact the
specification's drafter about your ideas.
Since Rosetta currently only supports main we would need an
infrastructure to get the translation information for e.g. universe
applications.
We could add a field to the desktop file that contains a list of locales
which are translated more than 80%:
X-AppInstall-Translation=de,fr

Just to be clear, I can't write a specification for this, because I have
no idea of the necessary infrastructure involved. It just occurred to me
that this is something that the Ubuntu repositories should be able to
tell you. If anyone else wants to do the spec, that would be great. :-)
