Please sync scli 0.4.0-3 (universe) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* update glib-includes.patch to link with gthread, fixes ftbs
* glib-includes.patch: fix FTBFS (LP: #756098).
Fixed in the last version in Debian.

* QA upload.
* Set maintainer to Debian QA Group <packa...@qa.debian.org>.
* Remove DM-Upload-Allowed.
