I did not get the Friends app working anymore on the latest Ubuntu
development version (15.04).
I made the attached QML test application that does show the characters
correctly. I would assume it's true also for any other Qt application,
which would point to the direction of this bug being fixed.
I would like to help with the reproducing steps. Please tell me what I
can do besides providing the link to that tweet.

The Friends app is no more, but this would be useful to test using for
example some other apps in the latest Ubuntu Phone images. Marking
Incomplete since I'm not sure how to test it without given exact steps
using a current image.
