If I read the changelog correctly the fix was part of 0.100.0~beta+dfsg-1 which
is not yet merged as clamav has some extra constraints currently.

Furthermore, the recommended workaround (remove --purge clamav-base)

Got errors on reinstall, purge, remove
I looked for a more specifc error. Got this. doing an install after the
remove failed...

According to the log, package installation seems to be stopping because clamav
user already exists. Can you try uninstalling the offending packages as
following:
sudo apt-get remove --purge clamav-base clamav-freshclam
And install them again?
