This is not an issue with open wireless access points.  I cannot confirm
if it is an issue with WEP protected APs.  I'm only able to vouch for
the problem on WPA (PSK) protected APs.

  Binary package hint: gnome-panel
  
  1. everything works fine when connected via cat5, so start up with that.
  2. nm-applet shows in the tray as expected
  3. click the nm-applet icon and select a wireless access point (i happen to 
be selecting one that is WPA protected).
- 4. after setting up the keyring association, click "allow access once" or 
"allow access always" and notice that the tray icon disappears.
