Thank you for reporting this bug and helping to make Ubuntu better. As you've since found that /usr/bin/mail is a symlink, it's not clear to me that this is still a bug. No package ships /usr/bin/mail directly, although bsd-mailx does provide it. So I don't think it's expected that apt-file search
