Thank you for reporting this bug and helping to make Ubuntu better.
As you've since found that /usr/bin/mail is a symlink, it's not clear to
me that this is still a bug. No package ships /usr/bin/mail directly,
although bsd-mailx does provide it. So I don't think it's expected that
apt-file search
Postfix delivers no /usr/bin/mail, nor any mail user agent.

Ah, I notice that /usr/bin/mail is a symlink:
$ ll /usr/bin/mail
lrwxrwxrwx 1 root root 22 Aug 31 16:55 /usr/bin/mail ->
/etc/alternatives/mail
and its target is also a symlink:
$ ll /etc/alternatives/mail
lrwxrwxrwx 1 root root 23 Aug 31 16:55 /etc/alternatives/mail ->
/usr/bi
