Public bug reported:

In all previous versions of Unity, if I were to click on the icon for an
app that has no windows in my current workspace, I'd get whisked to the
workspace where that app lives.  This is especially important when
playing the "where's that update manager window?" game.

In saucy, this seems to no longer work: the dock shows the new window
taking my focus, but I remain on the old workspace and cannot see it.

I've updated recently due to updates, and that didn't seem to fix it.
