I didn't drop it from 5 to 4. I upped it from 3 to 4, not knowing about
version 5 at the time. I need to redo part of the emacsen-install rules
anyway, so I'll make a new diff with this fix in just a bit.

Here is the new and improved debdiff. I've moved the build dependency
to have emacs21 in the primary position, so that it can go through right
away without waiting for emacs22 to be approved.
