Public bug reported:
The Gear Icon goes missing, at random. This has happened ~3 times since
I upgraded to 13.10. I must reboot to get the button back. See attached
screenshot
Expected: Gear icon in the upper right, where one can find several
options including Logout/Suspend/Shutdown
Actual: No button.
