I stumbled across this in Ubuntu 20.04-based KDE neon, but in general

I also installed Kubuntu 13.10 on a machine where previous installs
would not boot. I chrooted into the new install from the live system,
enabled -proposed, updated and ran grub-update. Kubuntu now
successfully boots. There is no Windows entry in the boot menu, Windows
is the other OS on this
