Configuration of via sysctl was dropped in later versions of this
package (1.4.20.2-6) - we should probably follow that lead.

Seems to actually be a problem with iscsitarget. There is a sysctl.d
file installed with an entry
net.ipv4.tcp_mem=1048576
this entry causes sysctl to error.
Commenting out the line allows procps to upgrade successfully.
