Not sure which program should actually handle this, so I report it to 
xfce4-session. 
After logging out of a xfce session, the logind session persists. Just login 
and logout a xfce session and check at ttyX via loginctl.

With multiple users one can even build up an arbitrary number of logind
sessions, even if nobody is logged in.
