Public bug reported:

According to Debian[1] qemu-debootstrap should be able to create a
foreign chroot, but the initial command is incorrect and hence fails.

$ sudo qemu-debootstrap --arch=armel testing ./arm qemu-debootstrap 
http://ftp.uk.debian.org/debian/
I: Running command: debootstrap --arch armel --foreign testing ./arm 
qemu-debootstrap http://ftp.uk.debian.org/debian/
E: No such script: http://ftp.uk.debian.org/debian/

The rather unusual "qemu-debootstrap" being added to the debootstrap
command line and so the command assumes the URL is the name of a script.

$ sudo debootstrap --arch armel --foreign testing ./arm 
http://ftp.uk.debian.org/debian/ 
works fine.
