I'm running Trusty with Epiphany 3.10.3, which just landed there.

To see the problem:
1. Launch Epiphany.
2. Exit Epiphany.
3. Launch Epiphany again.  Two Epiphany windows will appear.  (Usually both are 
full size, but sometimes one of them is tiny.)

Actually when you exit Epiphany in step 2 the Epiphany process remains
running in the background.  If you kill this process before step 3 then
only one window appears.

I see the same problem if I build Epiphany 3.10.3 from source without
any Ubuntu patches.  The problem is no longer present in Epiphany 3.11
in git master, because the Epiphany developers made a change there so
that Epiphany exits immediately: see

But that change was non-trivial, so it seems unlikely that the GNOME
developers will backport it to the 3.10 branch.
