Public bug reported:

This machine had the kernel linux-generic-lts-raring installed but not
linux-generic. After the upgrade to 14.04 with the command "update-
manager -c -d" there was no new kernel installed. The package linux-
generic should have been added.

I have also tried the upgrade for the other linux-generic-lts-* packages
with the same result. If I additionally install linux-generic before the
upgrade, I get the new kernel version as expected.
