Public bug reported:

User "root" (where the installer is running) may have a '.wgetrc' file 
specifying directories (or even host-directories).  
If so, wget in SUSV3.POSTINST will put the download in one place, but the 
script will not look there -- it will look in $TMPDIR.

This could easily be avoided by specifying -nd -nH on the wget command
line.

Really, it's not nice to make too many assumptions about the user's
(root's) configuration.
