Please sync libcommoncpp2 1.8.1-6 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Build --with autotools_dev to update config.{sub,guess} for arm64.

Debian has merged Ubuntu changes.
