Public bug reported: After suspend, the lock screen panel appears and when trying to change language (for me, from Hebrew to English and vice versa) using the alt+shift buttons, it just won't change. Happens every time. I found a way to avoid it, and that's by either pressing with the mouse on the he/en button or to press the "switch user.." and there the alt+shift combination does work.
