Sorry, im not able to reproduce this with an new created sheet.
Testing again with the one, that would not work -- works.
Maybe a misuse... sorry for that.

Just tested again:
YES, for me it is reproducible!
Tried again with a complete new document these steps:
- open LibreOffice
- start Calc
- insert same text/numbers
- click on the symbol for borders or the icon it represents
-- the menu disappears immediately
or
- chose a border strip (whatever
Okay, i did a complete reinstallation via Synaptics from all packagages
with LibreOffice and Java.
Now i works (almost) good, only on older documents i have to do this 2,
3, 4 times and the menu to chose the border pattern still disappears
very fast!
Maybe another person is able to reproduce
