Binary package hint: gnome-panel

With the "Expand" setting turned off, after logging off and logging in,
the main panels (both top and bottom) start filling up with icons.
However, by the time it's finished doing so, the icons aren't where
they're supposed to be e.g. the clock appears on the left,
Applications/Places/Systems menu is on to the right, trash bin is at the
left, etc.

This may seem like a minor bug to many, but really, how are we going to
say "Linux is cool" if when we pimp our 'Nix boxes our icons get jumpled
up?
