For more predictable results I started gnome-screenshot from terminal.
If I do not touch its window it does not show "Copy to clipboard" and "Save"
buttons.
If I remove focus from gnome-screenshot window or click on its header the
button "Copy to clipboard" and "Save" buttons will show.

You don't need to move the window, full window appears if clicking in title bar.
Not seen in gnome-flashback compiz session so maybe due to switching to unity
window decorator??
