Public bug reported:

1. Dim the screen brightness to the lowest (tested mako)
2. press the power button to turn off the screen
3. turn on the screen

What happens:
The brightness is set to the default value even though the brightness slider 
still shows its at minimum.

What should happen:
turning the screen off and on should not affect brightness settings.
