I'm still seeing this behaviour on 18.04 LTS in both chromium and google-chrome. To workaround the issue, visit chrome://flags/ and search for "partial". An option called "Partial swap" should appear, with a flag called "#ui- disable-partial-swap". Set the associated dropdown to say "Disabled".
