Same problem here on Ubuntu Desktop 32-bit 14.04, kernel 3.13.0-24-generic
#47-Ubuntu SMP, language and locale set to en_US, and Italian keyboard layout.
The workaround by Dino Conte (sudo dpkg-reconfigure keyboard-configuration)
works for me.
