Public bug reported:

The Apache configuration for phppgadmin is currently placed in
/etc/apache2/conf.d/phppgadmin.  A better place to put this file would
be /etc/conf.d/conf-available/phppgadmin.conf.  Placing the
configuration in conf.d is inconsistent with the way Apache comes
configured in Ubuntu 14.04.
