Public bug reported:

The taskbaar shows updates to be installed, when initialised the Update Manger 
says:
Not all updates can be installed
Run a partial upgrade, to install as many update as possible.
This can be caused by:
* A previous upgrade which didnt complete
* Unofficial software packages not provided by Ubuntu
* Normal changes of a pre-release version of Ubuntu

I then choose Partial Upgrade, which fails to complete and says: Cant
install 'ubuntu-desktop' It was impossible to install a required
package. Please report this as a bug.

(Which I'm doing now)

It then states:

Could not calculate the upgrade
A unresolvable problem occurred while calculating the upgrade.

Please report this bug against the 'update-manager' package and include
the files in /var/log/dist-upgrade/ in the bugreport.
