Prerequisites:

An image must be available in the gallery (either from camera or copied
to the device)

Steps to reproduce:

1. Open system settings
2. Open the Background page
3. Select Welcome Screen
4. In Choose Background select Photo/Image from the toolbar
5. In the Gallery select a photo and press Pick

Expected result:

The Preview screen appears to allow confirming the image to set

Actual result:

The user is returned to the gallery to repeat the selection
