I've changed the Status of this bug to Invalid as described.
That said, we will be working on an automatic timezone feature, however
more investigation is needed to determine if this is something that can
be finished for RTM.

I checked both the SIM ( TS 11.11 ) and USIM ( TS 31.101 )
specifications and cannot find any reference to SIM files that contain a
time zone.
If you can point me to a specification that documents a SIM file that
does contain timezone, we certainly could expose it.

I wonder why this isn't set by NTP? Also, wouldn't it be better to have
this set by some kind of setup wizard? Afaik system-settings has this
but it's not run on first boot (like the edges-intro is)

This has hitis me as well and I feel is one of the immediate bad
impression of the Out Of The Box (OOTB) experiences of the phone, fix
this and we at least have a longer mean time to bad impression.

Right now whenever I flash my phone the default timezone is UTC-0. The
phone should detect the timezone from the SIM and set the right one.
