Oh... I'm sorry. I believe, It was similar than the gnome applet which
can control cpu scaling.

I can't reproduce this issue with xfce4-cpu-freq-plugin nor
xfce4-cpufreq-plugin (they are for monitoring only). Are you speaking of the
governor plugin?
