Public bug reported:

There are no Available Apps in the Click scope. This is the case after
connecting to the network, logging in to Ubuntu One and even rebooting
the device. Browsing the web works so the connection is definitely
there. The Ubuntu One account is also in the list of Accounts in System
Settings.
