August 7.
Updating of base-files is a standard part of the point release process,
so no bug report needed (and unlikely to be noticed by the folks doing
the point release); closing.

Thanks for the information, now I'm just curious as to why it was
proposed to me in the update manager in the first place, but I guess
that's not the right place to ask such a question. case closed.
