whoopsie, by default generates the ID used to identify the machine.
and so does whoopsie-preferences.
However one can override the ID of whoopsie, by setting an environment variable
(e.g. the way it's done for the emulators).
However, this makes whoopsie-preferences display and expose wrong ID,
[Expired for whoopsie-preferences (Ubuntu) because there has been no
activity for 60 days.]
