Public bug reported: Selecting `no` for file splitting causes creation of splitted config files in `/etc/exim4/conf.d/` rather than creating `/etc/exim4/exim4.conf` if `conf.d/` doesn't exist and offering to merge files into `exim4.conf` it it does exist.
