Thanks for reporting this bug. I have tested it on my Kubuntu Hardy
(alpha) amd64 machine. Both LyX and GIMP display in my native language.
In my opinion it may be a bug in the language-packs of those
applications. Please consider testing it on a Kubuntu Gutsy system with
a different language set
Confirm on my system, after upgrade from Feisty. GIMP is in english,
despite of locale set to pl_PL.UTF-8.

installed language-packs whereas on 32bit the same packages are ok

If I try to force starting a program (lyx for example) with german
language via
LANGUAGE=de_DE.utf8 lyx
I got Locale de_DE could not be set

Now I have downloaded and install lyx 1.5.1.amd64 from
http://wiki.lyx.org/LyX/Download (feisty's version) for testing propose.
Interestingly, this versions gui is displayed in german.
