Last upstream comment: The Bluetooth plugin for nautilus-sendto now lives in gnome-bluetooth, and will only show discovered devices, and known devices, avoiding the problem of lingering discovered devices. Please file a new bug against gnome-bluetooth if you still have problems with the latest

A device can be in undiscoverable state so it won't appear in the list, and so you won't be able to send it files. So the current behavior is the right one, so you can send files to undiscoverable device. Having a tool to manage devices in nautilus-sendto in not an option, keep bluetooth tool
